Army Code Book?

This little softcover booklet is worn, taped on the spine, and measures about 4.5 inches tall. 

We have no idea what it is; there’s nothing readable on it. It has 14 numbered pages, but that’s all we can understand. Perhaps it is a war code book; we don’t know!
